Being a component department of the People's Government of Guizhou Province, Guizhou Commerce Department is in charge of the whole provincial domestic and foreign trade, foreign capital utilization and international economic cooperation.
1. To implement and carry out the guidelines, policies, laws and regulations promulgated by the Central Government governing internal and external trade, international economic cooperation and foreign investment, to accordingly formulate the counterpart local policies, laws and regulations, and specific methods, and to supervise their implementations.
2. To investigate and formulate the provincial medium-term and long-term foreign trade development strategy and the measures to promote domestic and foreign trade development, and direct the province¡¯s work of exploiting international and domestic market. To coordinate the provincial affairs involved with the World Trade Organization, to guide domestic efforts in responding to foreign antidumping, countervailing, and safeguard investigations and other issues concerned.
3. To manage import and export of the provincial commodity and technology as authorized. To organize the implementation of import and export quota plan, execute import and export commodity quota tendering policies, and issue import and export licenses pursuant to the empower; To carry out and implement the state external technical trade policies, steer the import and export of the provincial technology, and manage the introduction and export of technology.
4. To formulate development plans for the provincial domestic trade, cultivate and develop urban and rural commercial market, and promote the restructuring of the commercial distribution sector and the improvement of such modern distribution modalities as chain store operation, modern logistics and e-commerce; to make unified planning of commercial market system, emphasize the provincial and regional commodity wholesale market, cater network point and merchant-operated industrial planning, and be responsible for the monitoring management work of whole provincial commercial market; to research into the development strategy of the provincial materials circulation and programs for different trades, to organize the implementation of them, and to optimize the structure of material flow.
5. To be in charge of the planning, overall arrangement and specialized fund management of the provincial regional wholesale market and scaled commercial marketing establishments; to conduct the statistical work of the provincial domestic and foreign trade affairs, and provide information consultation service.
6. Pursuant the authorization, to govern the overall province economic activities concerning foreign affairs. To be in charge of registration, approval reported for, certificate issuing and annual examination for foreign trade and economic enterprises; to be in charge of the examine and approve and counterpart centralized management of resident representative office of foreign commerce, Taiwan, Hong Kong and Macao commerce; to guide enterprises and public institutions to attend relevant expositions at home and abroad, and to be in charge of the examine and approve, and the report to higher authorities for examination and approval of the group to go abroad for import and export enterprises, ¡°three types of foreign-funded enterprises¡± (exclusively foreign funds, Chinese-foreign joint ventures and cooperative firms), and labor service export etc; to steer and coordinate the Guizhou Branch/China Council for the Promotion of International Trade.
7. To harmonize and direct the utilization of foreign capital; to study on and work out the policies concerning the provincial attracting and utilizing foreign capital and investment; according to the authorization, to check and approve the establishment and modification of province-wide foreign-invested enterprises, direct the provincial investment promotion and the import and export of foreign-invested enterprise, and be responsible for the statistic work of the provincial foreign capital. To comprehensively coordinate and steer the concrete work of province-level economic and technological development zones.
8. To direct, coordinate and administrate the province-wide external economic and technological cooperation. Together with the other departments concerned, to organize and coordinate the activities and projects participated by the province providing the national aid to foreign countries and regions; to coordinate and guide the province-wide efforts in external contract work, labor service cooperation, and design consultation; to counterpart centralized manage the endeavor for gratuitous aid beyond the borders.
9. To promote the reformation of domestic and foreign trade circulation and marketing, and the circulation modes, direct the efforts in supervising and managing chain store operation, agency system, supply system, trade transportation, international trade agency and warehousing, and promote the modernization of circulation business.
10. To be in charge of pre-estimation of the province-wide commercial market, and propose policy suggestions to adjust and control it; to organize the implementation of the partial key-commodity reserve and venture capital management that are responsible by GCD and concerned with whole province people¡¯s living; to be responsible for supervision and management of auction market and live pig butchery; to be in charge of the trade work of the minorities.
11. To be in charge of the management of quality system certification and reaching the standards for the whole province¡¯s commercial business; to organize and coordinate commercial science and technology development, tackling key problems of S&T, and popularizing and utilizing of it, and to organize and coordinate informatization work of whole province¡¯s internal and external trade.
12. To be in charge of the business of planning, organizing and implementing manpower resources development and manpower training in all province¡¯s commercial system; to organize the work of examination and certification of the competence for post and the practicing requirements for post for specialized technical personnel of the commerce system.
13. To undertake other assignments entrusted by the Provincial Government and the Ministry of Commerce.
